Ukrainian President Volodymyr Zelensky has publicly identified one of the main targets Ukraine intends to strike inside Russia as the war enters another period of escalating attacks: Russian oil refineries.
In an interview with Reuters, Zelensky said Ukraine plans to intensify attacks on Russia’s oil infrastructure in response to Moscow’s latest campaign of strikes against Ukrainian cities and critical infrastructure.
According to Zelensky, Ukraine’s priority will be facilities that help generate money for Russia’s war effort.
The Ukrainian president said Kyiv will respond to Russian attacks on Ukrainian energy infrastructure by targeting Russia’s own energy sector — particularly oil refineries.
However, Zelensky stressed that Ukraine does not intend to deliberately retaliate against Russian civilian targets.
His comments come after a series of Russian drone and missile attacks against Kyiv and other parts of Ukraine. Ukrainian officials say recent strikes have hit energy and telecommunications facilities as well as road and railway infrastructure.
Zelensky also claimed Ukrainian intelligence obtained documents describing what he called a new Russian strategy ahead of winter. According to him, the documents indicate that Moscow could broaden attacks against infrastructure and other locations in an effort to increase pressure on Ukrainian cities.
Russia, meanwhile, says its strikes are retaliation for Ukrainian attacks and denies intentionally targeting civilians. Both Russia and Ukraine have accused the other side of attacks affecting civilian infrastructure.
The announcement could also create tension with Washington. President Donald Trump previously urged Ukraine to avoid strikes on Russian oil facilities amid concerns about the impact such attacks could have on global fuel prices.
But Zelensky’s latest message is clear: if Russia continues targeting Ukraine’s energy system, Kyiv intends to hit the Russian oil infrastructure that it says helps finance Moscow’s war.
The comments signal that the energy war between Russia and Ukraine could intensify as winter approaches.
