A Duval County teacher is facing multiple felony charges after authorities say he inappropriately touched a student at school and later sent a disturbing email to students and school employees.
According to a Jacksonville Sheriff’s Office arrest report obtained by News4JAX, Brian Wilker Orr, 42, a teacher at Darnell-Cookman School of the Medical Arts, was arrested Thursday and booked into the Duval County Pretrial Detention Facility.
Orr faces three felony charges: child abuse, offenses against students by an authority figure, and indecent, lewd or lascivious touching of certain minors, according to the report. The charges are allegations, and the case has not yet resulted in a conviction.
What investigators say happened at the school
According to the arrest warrant affidavit cited by News4JAX, the incident happened at approximately 3:24 p.m. Thursday inside Darnell-Cookman.
The student told investigators that Orr approached her, grabbed her left arm, turned her and slapped her on the buttocks. The report says the student pushed away from him and that Orr allegedly responded that he was “just playing.”
The student reported what happened to school staff.
Authorities said surveillance cameras inside the school captured the encounter. Officers and school officials reviewed the footage, which investigators said corroborated the student’s account.
Email sent to students and employees
Investigators also focused on an email Orr allegedly sent the same day to numerous students and Duval County School Board employees.
According to JSO, the email carried the subject line “My day of harassment and terror.”
The arrest report says the message contained deeply disturbing statements in which Orr allegedly described himself as a sexual abuser and made graphic references involving young female students.
DUANEWS is not reproducing those descriptions because of their graphic nature and because the case involves minors.
Investigators said the contents of the email, considered alongside the alleged physical contact captured on surveillance video, contributed to their determination of alleged lewd intent and the resulting charges.
Arrest and bond
JSO’s Community Problem Response Unit later located Orr at his residence and arrested him outside the home, according to the report.
His combined bond was set at $275,009 across the three charges.
A judge also imposed several conditions, including prohibiting Orr from contacting the student, witnesses or minors. He was ordered to wear a GPS monitor, stay away from Duval County School Board property, remain at least 1,000 feet from Darnell-Cookman and stay off the internet.
School responds
Darnell-Cookman Principal Paul Davis informed families that Orr’s arrest followed an active investigation involving DCPS Police and the Jacksonville Sheriff’s Office.
Davis said the ongoing nature of the investigation limited what the school could disclose but that additional verified information would be communicated when appropriate.
The case remains under investigation.
